I’m going to use the actors names instead of the numbers otherwise it’ll get confusing…
There was a secret regeneration between 8 and 9 which was John Hurt
John Hurt was the doctor during the time war
When Matt Smith said “The name you choose…it’s like a promise you make” he called himself the Doctor because he aims to help and save people
When he said “He’s the one who broke the promise” could be referring to the fact he had to kill so many, even timelords, during the time war so john hurt couldnt call himself the doctor because he didn’t save anyone, he killed people, his name ‘The Doctor’ is a promise that he will save people but he didn’t during the time war
So techincally Hurt was 9, Eccleston was 10, Tennant was 11 and Smith is 12.
My friend Rick explained this to me so this is more his theory, but people were asking me to explain so here it is :)

a week later still writing the same essay on homosexuality and marriage of same-sex couples etc. still frustrated at the articles, but even more frustrated that my sister shares the same views as those close minded fucks that are against all of this.
Oh my gosh people, be nice to your waiter/waitress, it’s not their fault that your food is cold or if it’s under cooked. Be nice to the cashiers who are still training and can’t ring up your items as quickly as you want. If a stranger smiles and says hello to you, smile and say hello back! It’s just common courtesy, I don’t understand why people have to be so rude.
